new fed passing rule can someone explain it to me?

apprently the Fed has put a new rule in that double passes are now illegal. so does this mean if you throw a pass backward to a receiver and then he throws a forward pass that is now illegal?

by throwing it backward the ball is live if he were to fumble it so it is not a forward pass right?
