?? about Toss off outside zone

Given the rules mentioned earlier...
"Toss = a mixture of our two rules: H & Y block down like Counter; ON T pulls to lead (a "special block"), & everyone else blocks like OUTSIDE ZONE "

I have two questions...
1) Is there any reason you couldn't block a flare pass from the gun this way ?
2) If throwing the flare pass with this blocking scheme, could you also pull the onside guard (with the center attempting to cut a 1,2,or 3) to account for the playside LB ?
