Blocking the Play Action off the Load, Midline, and Veer

Coach Campbell. You say that the BOB principles don't apply to PAP. Could please elaborate on this. If I run 10/11 midline PAP pass against a 31 front. Doesn't the playside guard block the 3 tech. the playside tackle block the 7 tech. the center blocks the 1 tech. and the backside tackle blocks the 5 tech with the backside guard blocking the the Backside LB or backside outisde invert and the fullback blocks the play side Lb if he shows.
