Installing Today’s Hybrid Pistol Offense Run & Pass from Top to Bottom

Coach, I can't speak for the "legend" but I can tell you why we do it. By flexing the Tight End, we have been able to eliminate alot of different looks that we can see.
What I mean is, against a 40 team you may not be sure where the ends and backers may align. By going to a flex formation, you are going to get to 6 techs. I also think that it is easier to determine coverage( and therefor option responsibilities) by making them cover the entire width of the field.
We use the TE at 6 to 8, and we like to run our PAP off the veer from this look. We also like to put the TE one by one on the OT. IF we get a 1-5-9 to the tight end with an invert to the open side, we can run load. We can also motion the tight end if the 1-5 is away from him to run veer or load, or motion him to the 3 tech to run midline. By putting him 1x1, we can still run all of our I-run game as well with no motion. We like the outside zone from a slotted TE because he already has depth to get to the playside bicep of the 9 tech.
