Our back will line up strong and weak depending upon pass protections schemes and routes. The back will always line up strong in the formation unless he hears a weak call after the formation then he will line up weak.

if you are a slide protection scheme he has to lineup away from the slide.
if you are a man protection team he needs to be able to pickup the 4 weak or you have to be willing to throw hot.
for example, when in trips open we always have the back to the weak(single rec. side0 we do this for a few reasons. 1. we man protect so we can account for the 4 weak blitz. 2. typically our qb are right handed and feel better throwing hot to there strong side. 3. we can get 3 rec to one side and 2 rec(back and single rec) to the other side so we are in a potential 5 release at all times. 4. we also see that the 3 tech on even defenses linesup to the strong(trips or field) side so we can run the quick trap.
now if we are in slide protection we can account for the 4 weak and then have the back to the strong side with allows us to combat the 4 strong blitz.
it really all depends on protection. me I am a protection first guy.
